The Gunners are planning for a summer rebuild under Mikel Arteta with a whole host of senior players anticipated to depart.
The Swiss international Xhaka having been named alongside the likes of Hector Bellerin and Alexandre Lacazette as players who could leave to raise funds.
The 28-year-old has experienced a mixed spell since signing for the north London side from Borussia Monchengladbach five years ago, spending time in and out of favor and memorably being dismantled of the captaincy after colliding with supporters last season.
According to Sky Sports Italia, Roma are now eyeing a move for the Switzerland international with Jose Mourinho an enthusiast of the player’s abilities.

Mourinho has demanded the signing of Xhaka upon his appearance at the Stadio Olimpico this summer and the Italians are certain of obtaining a deal for less than the £25m figure Arsenal would demand, with hints of an initial offer of around half that fee with the addition of some bonus payments.
Xhaka made 45 appearances for the Gunners last term and his versatility confirmed useful to Arteta, who utilized the midfielder at left-back during the absence of Kieran Tierney through injury.
There is a sense that Arsenal would be prepared to cash in for the right price, however, with major renovations anticipated at the Emirates following the frustration of an eighth-placed finish in the Premier League.
Eddie Nketiah, Ainsley Maitland-Niles, Lucas Torreira, and Matteo Guendouzi could also be sold should suitable offers arrive, with the north Londoners conjectured to be targeting additions at goalkeeper, center-back, and creative midfield.
