Fabrizio Romano says that Chelsea have verbally agreed to sign Vasco midfielder Andrey Santos during the January transfer window.
The transfer expert has granted the deal his approval, indicating that the Premier League club would likely complete the transaction.

Since becoming a co-owner of the club, Todd Boehly has signed a large number of quality young players for the Blues in an effort to establish a promising future. The 18-year-old, who is highly regarded in his native nation, has been signed by Chelsea from the Brazilian market.
Romano says that Chelsea will pay approximately £17.6 million for the midfielder, a figure that has been agreed upon with his club. They have also agreed to all personal terms with Santos, thus the only thing left to do to bring this transaction forward is for the two clubs involved to prepare all the necessary papers for this signing to become official.
At this point, though, that is really a formality, and the signing is essentially complete. The 18-year-old will be a member of the organization’s future talents program and is being groomed for long-term success rather than an immediate impact with the first squad.
Even though the January transfer market has not yet opened, the Premier League giants are not waiting to finalize all agreements. In addition, they have sealed the acquisition of RB Leipzig attacker Christopher Nkunku, who will join the team for the upcoming season.
The Blues have also agreed to sign Molde forward David Fofana, who will arrive next month and might serve as a substitute for the season-ending injured Armando Broja. It is unlikely that Santos will be utilized so early, but he should be a fan favorite.
The 18-year-old midfielder scored eight goals in 33 appearances for Vasco in the Brazilian Serie B (second tier) previous season. He can play any role in midfield, from defensive midfielder to number 10. Santos will initially need to adjust to his new surroundings at Stamford Bridge, but he has the potential to become an influential player for Chelsea in the coming years.
